Since the founding and settlement of the City of Portland, praxis was held by the Ventrue elder Alaric Dragoon.  The City of Portland, however, went through a few rapid shifts in power when he mysterious disappeared sometime in 2009.  After holding the city together for several months (or longer, no one is sure exactly how long) as Dragoon's Seneschal, Toreador Joe Harrison eventually claimed Praxis over the city, but lost it just as quickly during a power struggle with Clan Brujah.  Elder Jerry Bonard claimed praxis in mid-2010, but fell during the city's last battle against a Sabbat incursion in March 2011.

Claiming the city just after Adrian Florent's last big bash in Baltimore in 2011, Andrea McDermott seems to have stabilized things, despite the numerous enemies that constantly seem to attack the city.  Curiously, all the former Princes of Portland are still alive and reside in the City of Portland.
