Billy Donesty pulled the mob's strings in Cleveland in the early part of the Twentieth Century. It's not clear whether he was already Embraced at this point, or not (since few Kindred from the time still walk the dark streets of declined Cleveland), but he had a reputation for surviving inescapable hits - so much of a reputation that his enemies almost gave up trying. One last bomb was said to have gotten him, though. From a Kindred perspective, those who remember Donesty from the '30's also recall n faithful and effective enforcer for Clan Ventrue, who (fortunately for some of the Clan's detractors in those nights) was usually willing to make a last-minute deal (which he was said to never break) instead of blowing someone's head off.

In actuality, Billy Donesty was a Union "Indian fighter" from Cleveland, Ohio, the son of Irish immigrants. He got the attention of certain tycoons by muscling in on their own profiteering as he and his cronies chased Native Americans out of their own lands and exploited thugs lording over migrant railroad workers in traveling work camps. Around the time of his embrace, Donesty returned to Cleveland, became an enforcer for undead underworld figures, was especially known for acting as his own Clan's local enforcer, and then served as a menacing deputy sheriff. He was gaining some prominence in Cleveland by the time he disappeared in 1933. Those few who remember Donesty from those nights would realize he is not the simplistic, television-stereotyped mafia thug he now makes himself out to be. Of course, there are not many locals remaining from those nights.

A couple years back, Donesty showed up out of nowhere. Meeting with his Clan and eager to do their good (or in his case, bad) work, his appearances were sporadic as he adjusted to modern life and the changes in the mortal world as well as the Camarilla. Recently, there has been some sort of tension related to an insult Donesty received from a peer who seemed intent on blocking his restoration in his own hometown. Working quickly to network with clan mates of like disgust, he did what he does best - regulated.

Disappearing as princes in Cleveland began changing like the wind, Donesty resurfaced in Columbus. As of February 23, 2014, Donesty stands as Sheriff in service to Prince Eric Kein of Columbus.

Despite his seeming purgatory, Niemand refused to ever admit anything but zeal for the sort of establishment shocking revolution conceived of by the likes of his fascist cronies.

Sort of a tomb raider and for more powerful Kindred, Niemand earned the enmity of certain Followers of Set when he raided an abandoned Setite temple in Cleveland and sold their treasures including powerful elders' vitae. Following a dispute (perhaps this one) in Columbus, he disappeared for several years before returning with the goal of winning back the comradeship of his own clan mates. Twice serving as Primogen in Columbus (and seeing one misbegotten and very manipulataive neonate safely through the Accounting), Niemand stepped down from the position after a gruesome incident in Cleveland. He also lost three Status for the incident, which involved final death for the childe of Archon Reuhe. Niemand observes and occasionally encourages the tension brewing in his brethren, eager for the next time they will strike out and bring order to the chaos so abundant in the Camarilla tonight.

Niemand has recently disappeared following his loss of all but Acknowledgement.

Already a ghoul by the final nights of the war, it's hard to say whether his Embrace sometime in 1946 was a reward or a punishment, considering that he never used his actual name again. As ghoul to Seneschal Valentine (under Karsh's Praxis), Syrol coordinated between all the city officers to see that Valentine's nights were kept as free as possible. During his visit to the Grand Elysium in Columbus 2009, Syrol attracted the interest of Justicar Petronius. Carter was considered to be a Caitiff when he first appeared as a skulking coward traveling in the company of protective Anarchs who were fleeing Detroit several years ago. He continued to associate with Anarchs even as he got to know the Camarilla denizens of Cleveland and Columbus. It was during the occupation of Columbus by the Camarilla Warlord that Locke found himself subjected to a Tremere Court of Hallowed Truth. Discovering he was one of their own, the Tremere assigned Locke to live among the Camarilla in Cleveland, where he was eventually re-Acknowledged by Corey Heartsblood (presumably, he had originally been Acknowledged by the deposed Camarilla Prince of Detroit).

Locke did not seem to like associating with his own Clan, preferring the company of Anarchs such as Travis Bickle, Cid, and Acheron; and Camarilla Brujah including Viktor von Steinwitz and Ziata Viducci. Though officially a denizen of Cleveland, Carter spent more and more time in Columbus as Hugo Valentine increased his control of the city. At various points, Locke was active in Dayton, as well, all the while maintaining his skulking, cowardly demeanor.

More recently, Locke seems to be entirely comfortable with his Clan. He seems to have a certain devotion to Lydia Laurent, and still seems to favor the company of various, more independent thinkers such as certain Brujah, Gangrel, Malkavians - even Children of Haqqim at times. However his cowardly facade has been allowed to fade, revealing a fairly confident Warlock who has managed to amass adequate Status and personal domain, especially in the city of Columbus. For the 2012 Columbus Grand Elysium, Carter arranged many Status loans for Prince Narbe and acted as Lesser harpy under Michael Kein. Supplying the subsequent Prince, Kyle Butler, with thaumaturgical implements as well as information, Carter amassed a sizable but unassuming Domain and assumed a more permanent role again as Lesser Harpy, a position he retains under the newest regime in Columbus.

Locke is currently a Lesser Harpy under Titus Bastone in Columbus, Ohio.

If Carter Locke has a particular strength or weakness, it is trust on both counts. He tends to put strong faith in Kindred "friends", and only outright, obvious betrayal would force him to change his mind - and their fate.

==Known History==
The Brujah called "Niemand" was an officer and archaeologist in the Nazi SS who had his hands in any conspiracy theory you might see on a bad History Channel documentary. Already a ghoul by the final nights of the war, it's hard to say whether his Embrace was a reward or a punishment, considering that he never used his actual name again. Despite his seeming purgatory, Niemand refused to ever give up his zeal for the sort of establishment shocking revolution conceived of by the likes of his fascist cronies.

In years past, Niemand served as a sort of tomb raider and for more powerful Kindred. Following a dispute in Columbus, he disappeared for several years before returning with the goal of winning back the comradeship of his own clan mates. He has been Brujah Primogen twice (and guided one misbegotten neonate through the Accounting), a post he currently holds in Columbus, where he observes and occasionally encourages the tension brewing in his brethren, eager for the time when they will strike out and bring order to the chaos so abundant in the Camarilla tonight.
